Project & Construction
Independent project leadership from initial strategy through delivery — construction-literate judgement applied on the client's behalf, not the contractor's.
What it covers
Project & Construction is client-side leadership of a project's delivery: structuring how it's procured, holding programme, cost and quality to account once construction starts, and providing the construction-literate judgement a design team and a contractor are not structurally positioned to provide on the client's behalf.
When Harper Vale is engaged
From the point a project moves from advisory into delivery — setting procurement strategy before contractor and consultant teams are appointed, then continuing through construction as commercial and programme oversight. Project recovery engagements sit outside this sequence: an independent, commercially literate assessment brought in mid-construction when a project already under way needs a clear-eyed view of what has gone wrong.
What Harper Vale does
- Procurement strategy — structuring the right route to market and contract form for the specific risks a project carries, rather than defaulting to whatever was used last time.
- Buildability and design coordination — construction-side review of a design before it reaches tender, catching the details that read correctly on paper and cause problems on site.
- Construction monitoring and commercial oversight — checking that what's happening on site matches what was agreed, and intervening early where it doesn't.
- Pre-construction risk coordination — where a project involves more than one contractor, coordinating the design-stage health and safety planning the Construction (Design and Management) Regulations 2015 require, alongside a project's formally appointed CDM Principal Designer where that appointment sits elsewhere.
- Project recovery — independent assessment and intervention on a project already in difficulty, establishing what has actually gone wrong before recommending how to correct course.
